The proposed project involves construction of a 212-unit multi-family residential development on an 11.44-acre vacant site at the southeast corner of Balsam Avenue and the future extension of Winona Street, requiring a Zone Change and General Plan Amendment on a portion of the site to allow residential use.
Ganddini Group prepared a traffic impact analysis, a noise impact analysis, and a combined air quality, greenhouse gas, and energy impact analysis in support of the project’s review with the City of Victorville.
The studies found the project would operate at acceptable levels of service and qualify for a less-than-significant VMT determination, with noise and air quality impacts also found less than significant — construction noise best management practices and a nighttime construction restriction were identified to keep the project compliant with applicable thresholds.
The project was approved by the Victorville City Council in 2022.
