The proposed project involved demolition of two existing single-family detached homes on a 1.16-acre site at 805 South Highland Avenue, adjacent to Richman Park and Richman Elementary School, and construction of 19 two- and three-story multi-family attached townhome units.
Ganddini Group prepared a trip generation analysis, a noise impact analysis, and an air quality and greenhouse gas technical memorandum in support of the project’s CEQA review with the City of Fullerton. The trip generation study calculated the project’s trip generation forecast based on rates obtained from the ITE Trip Generation Manual and compared the project’s trip generation to what the maximum allowable density would have produced. The noise study assessed construction noise, off-site roadway noise from project-generated traffic, and future traffic noise exposure to the townhomes themselves, incorporating on-site ambient noise measurements and FHWA modeling. The air quality study evaluated regional and localized construction and operational emissions and a project-specific greenhouse gas inventory, crediting the sequestration value of approximately 45 new trees to be planted on site.
The studies found that the project’s traffic generation fell well below the threshold requiring further analysis, and that construction noise, off-site traffic noise, and future noise exposure to the townhomes would all be less than significant, with no mitigation required. Air quality and greenhouse gas impacts were also found to be less than significant, with the project’s calculated emissions falling well below SCAQMD’s screening threshold and consistent with the City of Fullerton’s Climate Action Plan.
The project was constructed by Melia Homes (Via Amor) and has since sold out.
