The proposed project involves demolition of the Capistrano Unified School District’s bus and maintenance yard on a 5.5-acre site at 26126 Victoria Boulevard, in the Doheny Village area, and construction of a three- to five-story apartment complex with up to 356 units and an attached parking structure, developed under the associated Victoria Boulevard Specific Plan on land ground-leased from the school district.
Ganddini Group prepared a traffic impact analysis in support of the project’s General Plan conformance review and Specific Plan entitlement with the City of Dana Point. The study evaluated intersection levels of service across weekday AM, weekday PM, and Saturday and Sunday mid-day peak hours under existing and 2045 horizon-year conditions, project trip generation and distribution, Congestion Management Program screening, site access and circulation design, and State highway operations in coordination with Caltrans.
The study found the project would result in no level-of-service deficiencies at the study intersections under existing or opening-year conditions. Under 2045 conditions, one study intersection (shared with the City of San Juan Capistrano) — was forecast to fall below the acceptable level of service both with and without the project; recommended improvements were identified to bring that intersection back into compliance, with the project’s contribution funded through fair-share fees to San Juan Capistrano and standard City circulation impact fees.
The project was approved by the City of Dana Point in June 2024, following certification of an Environmental Impact Report and adoption of the Victoria Boulevard Specific Plan.
