The proposed project involved demolition of an existing 213,430 square foot industrial building, formerly used for manufacturing, and construction of a new 295,959 square foot industrial and warehousing facility on the 13.49-acre site at 12352 Whittier Boulevard.
Ganddini Group prepared a traffic impact analysis, a noise impact analysis, and a combined air quality, greenhouse gas, health risk assessment, and energy impact analysis in support of the project’s CEQA review. The traffic study evaluated intersection levels of service under existing, near-term, and cumulative conditions — including an alternative circulation scenario with the proposed extension of Mar Vista Street — a vehicle miles traveled (VMT) screening assessment, signal warrant analysis, and site access and circulation design. The noise study assessed construction and operational noise and vibration impacts to nearby residential, commercial, and hospital receptors, as well as roadway noise from project-generated traffic. The air quality study evaluated regional and localized construction and operational emissions, a diesel particulate health risk assessment tied to project truck trips, greenhouse gas emissions, and project energy consumption, each measured against SCAQMD and state significance thresholds.
The studies found that the project would result in less-than-significant impacts across all three disciplines. Recommended best management practices for construction noise and vibration were incorporated into the project plans, and no mitigation measures were ultimately required for traffic, noise, or air quality/GHG impacts.
Following the technical studies, Ganddini Group prepared detailed responses to comments received from SCAQMD and other public interest groups during the CEQA public review process.
The project was approved and completed; the building, now known as Whittier Boulevard Business Center, opened in 2025 and is currently available for lease.
