The proposed project involved demolition of existing automobile-related commercial buildings on a roughly 1-acre site and construction of a 3,885 square foot In-N-Out Burger restaurant with a drive-through window, 43 on-site parking spaces, and bicycle racks.
Ganddini Group prepared a transportation assessment, a noise impact analysis, and a combined air quality, greenhouse gas, and energy impact analysis in support of the project’s CEQA review with the City of Los Angeles. The transportation assessment evaluated the project against the City’s CEQA thresholds — including VMT, plans and policy consistency, and geometric hazards — along with intersection operations, drive-through and passenger loading, and pedestrian/bicycle/transit screening. The noise study assessed construction and operational noise and vibration, including groundborne vibration effects on nearby commercial and residential structures, and incorporated best management practices to limit vibration near sensitive receptors. The air quality study evaluated regional and localized construction and operational emissions, greenhouse gas emissions, and building energy performance against SCAQMD and City thresholds.
The studies found that the project would result in no significant impacts under any of the evaluated CEQA thresholds. No operational roadway improvements were identified as necessary, and best management practices addressing construction vibration were sufficient to keep impacts to nearby structures less than significant; no further mitigation was required for traffic, noise, or air quality/GHG impacts.
The project was approved and opened in October 2025 — the first In-N-Out location in Sylmar.
