The proposed project involves development of a vacant 5.69-acre site at the northwest corner of 25th Street East and Avenue R, adjacent to Palmdale High School, with a 7,460 square foot convenience store/gas station featuring eight dual-sided fuel pumps (including hydrogen fueling — a first for the city), a 1,790 square foot automatic car wash tunnel, and a raised median along the 25th Street frontage.

Ganddini Group prepared a traffic impact analysis, a noise impact analysis, and a toxic air contaminant health risk assessment in support of the project’s entitlement and CEQA review with the City of Palmdale. The traffic study evaluated intersection levels of service under existing and near-term conditions, project trip generation and distribution, site access queuing, and sight distance at the proposed driveways. The noise study assessed construction and operational noise and vibration impacts on nearby residential uses, the adjacent high school, and a nearby church, evaluating both roadway traffic noise and on-site operational noise from the fueling and car wash uses. The health risk assessment screened the proposed gasoline dispensing facility’s toxic air contaminant emissions against sensitive receptors within 300 feet of the site, including nearby residences and the high school, using the CARB/CAPCOA Gasoline Service Station Risk Assessment Look-up Tool.

The traffic study found the project would operate at acceptable levels of service with no substantial transportation effects, and no additional roadway improvements were identified as necessary. The health risk assessment found the project’s calculated cancer risk and hazard index would fall well below AVAQMD’s significance thresholds. The noise study found that on-site operational noise would exceed the City’s residential noise criteria at the property line shared with adjacent multi-family housing; a 6-foot concrete wall along the northern project boundary was identified as mitigation to bring noise levels into compliance.

The project’s Conditional Use Permit, site plan, and associated Zone Change and General Plan Amendment were approved by the Palmdale Planning Commission in January 2025.
