The proposed project involves construction of a two-story, 78,277 square foot senior assisted living and memory care facility at 3340 North Los Coyotes Diagonal, on a vacant 2.6-acre site formerly used as a parking lot. The building includes 86 units — 50 for assisted living and 36 for memory care — totaling 109 beds, along with on-site parking and four landscaped courtyards.

Ganddini Group prepared a trip generation and distribution analysis, a vehicle miles traveled (VMT) screening assessment, a noise impact analysis, and a combined air quality, greenhouse gas, and energy impact analysis in support of the project’s review with the City of Long Beach. The trip generation study found the project’s forecast daily traffic fell below the City’s threshold for requiring a full traffic impact analysis, and the VMT assessment screened the project against the City’s small-project, low-VMT-area, and transit-proximity criteria. The noise study assessed construction and operational noise and vibration impacts on adjacent residential and church uses, along with traffic noise exposure to the project’s own residents. The air quality study evaluated regional and localized construction and operational emissions, greenhouse gas emissions, and building energy performance against SCAQMD and City thresholds.

The studies found that the project would result in no significant impacts under any of the evaluated criteria. Recommended measures — including upgraded window and sliding glass door assemblies on the north and west building elevations to address traffic noise exposure, together with standard construction best management practices — were sufficient to keep noise impacts to the project’s own residents less than significant; no further mitigation was required for traffic, noise, or air quality/GHG impacts.

The project was approved by the City of Long Beach and secured $80 million in construction financing in 2025; it is being developed by Sunrise Senior Living with an expected opening in early 2027.
