The proposed project (Tentative Tract Map 38702) involves construction of a 131-unit single-family detached housing development on a 13.7-acre vacant site east of Indian Street and south of the Goya Avenue extension, with homes ranging from 1,874 to 2,140 square feet, along with a General Plan Amendment and Change of Zone required to accommodate the development’s density.

Ganddini Group prepared a traffic impact analysis, a transportation screening and VMT impact analysis, a noise impact analysis, and a combined air quality, greenhouse gas, and energy impact analysis in support of the project’s entitlements and CEQA review with the City of Moreno Valley. The traffic study evaluated intersection levels of service across five study intersections under existing, project-completion, and cumulative scenarios. The VMT analysis screened the project against the City’s thresholds using the WRCOG VMT tool. The noise study assessed construction noise and vibration, roadway noise impacts to surrounding uses, future traffic noise exposure to the project’s own residents, and proximity to March Air Reserve Base/Inland Port Airport land use compatibility zones. The air quality study evaluated regional and localized construction and operational emissions, a project-specific greenhouse gas inventory, and building energy performance.

The traffic study found acceptable levels of service under project conditions, with a pre-existing cumulative deficiency requiring no further action as it would not be worsened by the project. The VMT analysis found a less-than-significant impact once the project’s density met a minimum threshold identified as mitigation. The noise study found less-than-significant impacts to surrounding uses, with a sound wall and upgraded windows identified to protect the project’s own residents from roadway noise. The air quality study found construction, operational, greenhouse gas, and energy impacts all below applicable thresholds, with no mitigation required.

The project received its entitlements (Tentative Tract Map, Conditional Use Permit, Change of Zone, and General Plan Amendment) via approved by the City of Moreno Valley in March 2024, following adoption of a Mitigated Negative Declaration.
