The proposed project involves redevelopment of the closed Andres Duarte Elementary School site, a 13-acre property also home to a small high school and a public park, with a 169-unit townhome development, demolition of the high school, and expansion of the adjacent Otis Gordon Park to roughly six acres with updated amenities and parking. The project required a General Plan and Zone Change from public facilities to high-density residential.
Ganddini Group prepared a transportation impact study and a vehicle miles traveled (VMT) analysis — including two higher-density alternatives — in support of the project’s environmental review with the City of Duarte. Follow-up support included preparing responses to public comments and attending the Planning Commission hearing.
The studies found the project would result in a less-than-significant VMT impact and would operate acceptably at nearly all study intersections, with a minor turn-restriction improvement identified to address one pre-existing cumulative deficiency.
The project was approved by the Duarte City Council in September 2025.
